Runbooks
Runbooks encode operational knowledge as data: trigger → diagnose → gated fix. Execution is event-sourced; write actions still pass policy obligations.

Relation to SRE Crew
SRE may select and execute runbooks during incidents. Custom engines can propose runbook steps; they cannot skip Gatekeeper.
